Leadership, Governance, and Human-Centered Transformation in the AI Era

The CIO 200 Roadshow Philippines convened technology executives, public sector leaders, cybersecurity professionals, and enterprise decision-makers for an evening focused on one of the most important shifts in modern leadership: how CIOs can guide organizations through rapid digital transformation while balancing governance, resilience, and people-centered innovation.

Hosted under the Global CIO Forum banner, the program gathered many of the country’s technology leaders for discussions that reflected the evolving role of the CIO—from infrastructure steward to transformation architect, culture builder, and strategic advisor to the board.

The event opened with remarks from Ronak Samantaray, Chief Executive Officer of Global Enterprise Connect, who welcomed attendees and framed the roadshow as a platform for executive collaboration and peer learning across industries. This was followed by an opening address from Venkatesh Mahadevan, Global Board Member of Global CIO Forum, who emphasized the value of regional and global CIO communities in accelerating enterprise progress through shared insight.

Representing the Philippines chapter, Arlene Romasanta, President of Global CIO Forum Philippines, delivered the country leadership welcome, highlighting the growing importance of Filipino technology leaders in shaping both local transformation and global digital competitiveness.

The keynote session featured Philip A. Varilla, Digital Connectivity and ICT Advocate, former Assistant Secretary of the Department of Information and Communications Technology, who reflected on the country’s digital journey and the expanding responsibility of enterprise technology leaders in enabling inclusive growth, stronger connectivity, and national competitiveness.

One of the early standout sessions came from Gary Romualdez, Regional Sales Director at OutSystems, whose talk argued that the future is not simply about adopting more AI tools, but about building stronger context, governance, and operational discipline around them. His message resonated with many organizations now moving beyond experimentation toward enterprise-scale implementation.

A major panel discussion on collaboration over competition was moderated by Robert Sanchez Paguia, Division Chief and Data Protection Officer of the Cybercrime Investigation and Coordinating Center. Joining him were Allan Cabanlong, President and Chief Executive Officer of ASCRIBE Cybersecurity Consulting Inc., Teresa Manabat, Vice President of the IT Services Group at Home Development Mutual Fund (Pag-IBIG Fund), Dr. Elizalde Javier Duran, Chairman and President of Cybersecurity Society of the Philippines, and Francis Adrian Viernes, Senior Assistant Vice President for Data Science, Analytics, Business Innovation and Transformation at Megaworld Corporation. The discussion focused on how CIO communities can accelerate innovation through shared ecosystems, strategic partnerships, and aligned vendor relationships.

The future of enterprise AI and knowledge economies was explored by Anton Mauricio, Chair of the Board of Trustees of InnovationPH and co-founder of the Global AI Council Philippines. His session centered on AI maturity, data sovereignty, and how nations and enterprises alike must think more deliberately about ownership, trust, and long-term capability building.

Governance and risk management remained a central theme throughout the evening. Rajeev Dutt, Managing Director for MEA and APAC at Swiss GRC, presented how governance, risk, and compliance platforms are evolving to meet the demands of increasingly complex digital enterprises.

A practical public-sector transformation story followed through Joseph Victor Generato, Director II of the Management Information Systems Service at the Maritime Industry Authority, who shared measurable lessons from digital modernization efforts and the realities of implementing change within government institutions.

Leadership resilience became the focus of the next segment, where Marlon Sorongon, Chief Information Security Officer at Maybank, spoke about burnout-proof leadership. His session examined mental resilience, decision fatigue, and the pressure executives face in an environment of constant cyber, operational, and strategic disruption.

This transitioned into a fireside chat on sustainable leadership in a 24/7 digital world, moderated by Dr. Richard Amansec, Chief Information Officer of DOST-PCAARRD. Panelists included Lito Averia, Co-Founder of the ASEAN Japan Cybersecurity Community Alliance, Francel Margareth Padilla, Cybersecurity Woman Leader and Evangelist from the Armed Forces of the Philippines, and Roger A. Adaya, Area Information Technology Manager for Shangri-La Hotels and Resorts Philippines. The discussion addressed executive balance, cyber crisis readiness, and sustaining leadership performance under constant pressure.

The final thought-leadership session featured Dominic Vincent Ligot, Founder of CirroLytix Research Services, who discussed human-centric digital transformation. His remarks emphasized that technology programs succeed not through tools alone, but through ethical AI, talent development, and leadership models that keep people at the center of change.

The evening concluded with the CIO 200 Recognition and Felicitation Ceremony, honoring top CIOs in the country and celebrating leaders who continue to shape the Philippine technology landscape.

By the close of the program, one message stood out clearly: the modern CIO role has expanded far beyond IT operations. Today’s leaders are expected to govern AI responsibly, build resilient organizations, nurture talent, and drive transformation that is both technologically advanced and deeply human.
